Lead generation is attracting potential customers and obtaining information that lets you continue the sale. This is usually a name, phone number, email, application, call, chat message, or another confirmed expression of interest.

If you cannot be bothered to read the details, here are the main points:
- In the West, lead generation is not necessarily tied to CPA or online methods.
- Lead generation is not the same as CPA or CPL. Lead generation is a type of marketing; CPA and CPL are payment models.
- CPL is a subset of CPA, along with a number of other cost-per-something models.
- A completed form does not mean you received a quality lead.
Lead and Qualified Lead
A lead is a person or company that left contact information and showed minimum interest. A number from an old database, a random email address, or a duplicate form submission does not become a lead because of that.
A qualified lead is a lead that passed validation and meets the sales criteria. For example, the right GEO, a working phone number, real interest, a suitable budget, and no duplicate.
There are often several statuses between a raw lead and a sale: received, valid, qualified, contacted, approved, rejected, and sale. If an affiliate network pays for an approved lead, do not count every form_submit as a paid conversion.
How Lead Generation Works
- Acquisition. Ads, SEO, social, email, calls, partners, events, and other sources.
- Capturing interest. A landing page, form, quiz, call, chat, or application.
- Validation. Checking the phone number, email, GEO, duplicates, fraud, and required fields.
- Qualification. Whether the person fits the product and is ready to discuss a purchase.
- Sale. Passing the lead to a call center, CRM, sales rep, or automated funnel.
A bad process can generate thousands of leads and almost zero sales. The chart shows activity; the register is silent.
Lead Generation, CPL, and CPA
CPL (Cost Per Lead) is a model where you pay for a lead. CPA (Cost Per Action) is a broader payment model for an action. A lead can be one such action alongside an install, sale, or deposit.
Lead generation exists without an affiliate network too. A company can collect applications on its own site, buy databases from a reseller, work through a call center, or collect contacts at a trade show. So “lead generation = a CPL offer” is too narrow.
In general, I am neutral about different readings of the terminology: whatever stuck, stuck. But if one person counts form_submit as a lead and another counts only a reached prospect, agree on it before launch.
Calculation Example
You spent 600 USD on traffic and received 1,000 clicks, 80 completed forms, 60 valid leads, 30 qualified leads, and 6 sales:
- raw CPL: 600 / 80 = 7.50 USD;
- valid CPL: 600 / 60 = 10 USD;
- qualified CPL: 600 / 30 = 20 USD;
- CPA sale: 600 / 6 = 100 USD.
You can brag about a CPL of 7.50 USD until the sales team asks where the customers are. That is why CPL is read alongside conversion rate, approval rate, contact rate, sale rate, and final profit.
Quality and Consent
A quality lead must comply with the offer rules, have a working contact, and show clear interest. For a form, save the source, time, version of the consent text, and the data the user actually submitted.
Hidden consent, a purchased garbage database, and promising one product to sell another produce not lead generation but a future complaint. Specific personal-data requirements depend on the GEO, so check the form and data storage for the relevant jurisdiction.
What a Media Buyer Should Check
- Which event counts as a raw, valid, and approved lead.
- Which fields are required and how the phone number and email are checked.
- The deduplication window and what counts as a duplicate.
- Which GEOs, sources, and promises are allowed.
- The cap, hold, approval rate, and rejection reasons.
- Who processes personal data and how.
Lead generation does not end at the “Submit” button. It ends when the contact passes validation and becomes something useful to the business.
